Feds Investigate 3 Bodies Found On Reservation

June 5, 2008 - 01:00 p.m. EST

CHEYENNE, Wyo. (AP) — The bodies of three people were found Wednesday in a housing complex on a vast American Indian reservation, and the FBI and Bureau of Indian Affairs were investigating, officials said.

Authorities released few details about the victims found on the Wind River Indian Reservation, how they died or their tribal status.

"There are a lot of rumors that do take place, as with any community," said Jonathan Barela, a spokesman for the Northern Arapaho tribe. "... Unfortunately, the Northern Arapaho tribal members can only speculate at this time."

The bodies were found in a home at the Beaver Creek Housing Development, a tribal complex south of Riverton, Barela said.

FBI agent Kathleen Wright said her agency was working with BIA police to investigate and could not comment on whether foul play was suspected.

The reservation covers more than 3,400 square miles in mountainous central-western Wyoming. It is home to both the Northern Arapaho tribe, which has more than 8,500 members, and the Eastern Shoshone Tribe, which has 4,200 members.

I doubt that the family would want to release the details to the press... especially in a small community/county that we are in. Most of us have heard the rumors, but maybe we should forget about waiting for the details... regardless of what happened its a terrible loss and remembering the girls and helping their families and friends is what we should be worried about at this point.

So we shouldn't care what happened? Why?
Another three minors died recently in a house fire, should all the folks who have donated to the many funds set up for them, should they not have cared either? What makes the one set cared for by the community, and the other set of kids not?

I think you are driving at a racial bias, and while I cannot speak for everyone that posted on the other story... I can assure you as a lifelong Fremont County resident that is not the case with me... Both of the events you described are tragic and I cannot begin to express the amount of sadness I feel for both of the events.

Obviously we should care what happened, but I was just trying to express that there may be different circumstances with this case.

Is there a reason you want to know so badly? No matter what happened it can't reverse the tragedy so maybe rememebr the girls for who they were instead of how they died.

Maybe, aliciala, a little less talk and a little more action on your behalf and you could establish a fund for the girls of Beaver Creek.

Why are you accusing everyone of not caring that didn't start a vigil, a fund, or memorial when you, yourself are guilty of everything, too.

Why don't you start calling the news agencies and see how far you get in prying information out? Call the families, i'm sure they'd love to relive the events to every reporter that calls hounding for info "cuz you wanna know".

Stop talkin it up and passing blame and apathy and do something about it.

Its obvious that if someone does, others will follow. The poor family of the trailer fires had people to do that, you could be the one for the girls at BC.

As for gocowgirls-no I wasn't trying to imply racial bias. I was trying to imply that something big and fishy is going on here-these kids didn't accidently grab the wrong medicine while reaching for an asprin. Something bad happened, and someone is responsible for it, and to even bring it up makes me the bad guy. I'm supposed to turn my head the other way just because others don't care what happened.

It seems to me that there are more and more cases of young teens being arrested, alot of them for drinking. Just browse back through the rivradio arrest reports and see all the 11, 12 and 13 year olds on the lists.

Are kids really that bad now days, are the parents that much worse? What is happening and how do we stop it?

Just be strong and be nosey, ask them all the time, and time again, where will you be, when will you be back, who are you with, your the parent and if they screw up guess who's fault it is.

I’m not usually the type of person to get involved in online discussions, in fact, I have never participated in one until now.

I have been intrigued by aliciala's drive to keep this tragic event alive and in the public eye, yet at the same time, a bit disappointed with the tone in which she's doing it.

Nobody is trying to 'forget' about the girls who were found dead in or near the Beaver Creek Housing. Their family and friends are reminded every single day that passes with them not being able to talk to, or hold their loved ones in their arms.

And the children who lost their lives in the trailer fire? Remembered every single moment of each day with saddened hearts and the lonely arms of their grieving parents (who also lost everything they own) and friends who will forever be lost without the tender smiles of those babies.

The sad truth of all of this, both of these fatal incidents were preventable.

The children that died at BC were teenage girls. All of them knew what they were doing and what danger may lie ahead. This does not make their loss any less tragic, but they were old enough to walk away from the dangers that could and did consume their lives. Now whether or not they knew right from wrong, one could only assume at thier ages, they did.

On the other hand, the children lost in the fire were all babies and totally dependant on adults for their every need. Those children couldn't just run away from the fire that consumed them, they were trapped in cribs. Innocent babies who didn't have a chance to learn the rights from wrongs.

Public support for the family who lost everything in the fire is directly due to the friends and family members, driven to solicit donations and services to help replace clothing, household goods and raise money for the family to get a new home. If these kinds of things are not being done for the teenagers’ family, then obviously there friends and family feel their support is better given in a different way. Perhaps prayer vigils, evening meals, comforting arms or any other form of support that may be more appropriate to their families.

Ailicala, I can only hope that in your quest to find answers to what is going on in the investigation, you remember that the public will always sympathize longer and offer more support of any kind when a small child is taken. This is basic human nature.

And how can you be so sure that these were the curcimstances under which they died? You might be a family member or involved in the investigation somehow, because the rest of us are left in the dark as to what happened.

That is why I post those messages, I think the public has a right to know what happened when children are involved in these kinds of tragedies. That's all.

The bottom line of this discussion is aliciala's assumation that the public has a "right" to know what happened. This is a false assumption. The public does not have a "right" to know any more than authorities or the families want released. This is a private matter that occured on property that is private to the public. There was no direct threat to public safety presented in this instance.

I am sure that authorities have either completed their investigation and are not releasing details due to either court orders or family wishes; OR they have not finished their investigation and the release of this information would further hinder it.

Either way, the public has no "right" to this information as given either by law or moral obligation.

My heart goes out to the families who have endured so much and continue to endure every single day that their children will never be with them.

You are assuming alot there, brmbward. You don't know what happened, therefore you can not assume that... "There was no direct threat to public safety presented in this instance." The only way you can make that statement is if you have knowledge of what did happen.

Because the investigation has drug on for so long, I am making the assumption that a crime has been committed, otherwise there wouldn't be much to investigate. If that turns out to be true, then the public absolutely has a right to know, both moraly and legaly.

The fact that no public alert was issued as to a threat is pretty self evident that there was in fact no direct threat to public safety.

IF there is indeed a crime committed here, and we have no evidence of that, then the public will be informed upon the conclusion of the investigation. Some investigations remain open for years and some are closed because they can't be solved with current technology.

Given the lack of information in this case, I would personally be inclined to believe that it is an ongoing investigation and the police, no matter what jurisdiction, usually are not in the habit of releasing information in an ongoing investigation. Because that usually has a tendency to backfire and/or sabotage the investigation.

I think Elly hit the nail on the head. None of us know what happened, and that is very scary, especially for those with teen daughters.

I and others are making assumptions based on the rumors that were going on at the time-16 weeks ago. The only difference is that I am suspicious and think that someone(s) needs to be brought to justice, and that questions need to be answered, where as the others think that it was just kids being stupid and paid for it with their lives, and that it's over and done with and should be dropped.

When a minor is injured or injures another in a drinking and driving incident, what is the first thing people ask? Answer-"who bought that stupid kid the beer?" And when they find the person who did, guess who goes to jail. I see the same question in this story.(And many other questions too.)

Good website! I'd like to comment on some previous comments on the subject of 3 dead at Beaver Creek. We gotta get down to it, something is cutting kids down. Somethin' should be said long ago.
A most short-sighted thing to say is that "they knew better and should have stayed away." or such. Do we say this of 14 year-olds raped--statutorily or forcefully?
Would we say this if they smoked cigaretes only to die because they were also laced? The very saying assumes someone knows something "they should have stayed away or walked away from." What if there is larger, more brutal, forced, foul play involved? Like maybe the possibility of something the girls DIDN'T ask for? Remember the dead but forget the deed? How do we warn other kids of the danger if we don't know what it is? Like warning someone of "danger ahead" but saying it's to nosey to ask if it's a bridge out, a fire, a bandit, a bear, or an avalanche. Danger of what? Stay away from what? Maybe--and likely--the danger is a who, not just a what. So let's honor their memory by building a rec center?
As to the public's right to know. Is it the officials' obligation to tell? Are they "just doing their ("public service") job" by tenaciously hiding what they know?
Be it a drowning, a rape, a hate crime, a car wreck, an overdose, an embezzlement, a bust, a domestic violence, or dogbite, we get gobs of info--sometimes gobs and gobs--from the news and even officials. Doesn't much matter what loved ones think feel or are embarrassed by, does it? Why all the silence on this story, one of the bigggest of the year? Heck, we got a hundred times more on a dead climber or Matt Shepard's memory. And that's ten years old.
Maybe it's the old excuse, "Well, this is rez. It's not public business." If these were three NOLS gals, or Job's Daughters, or cheerleaders, or Catholic College girls, or courthouse staff, or gays, or debate team, I'd bet it's the only story we'd hear, and for months. Over and over and over. But, it's Indians. So, we get nothing and more nothing but arrogant remarks for even asking or wondering. But though some want us all to shut up and "move on to other things" (which would irk them just as much if we actually did), a growing number of people are really smelling something fishy here and words like foul play, buying time, and cover-up are buzzing around the county and hopefully soon, the country. A good batch of info and facts could shut up a lot of conjecture.

I also wonder, have the families been in the dark this long too, or were they fully aware of the circumstances early on?

I agree with Blake though about the silence being tied to the fact that they were indians. If they had been any of that list, there would have been stories and updates constantly! Not to mention vigils, memorials, fund raisers, etc..... Can you imagine one of Riverton's elite families 13year old cheerleader, daughter being one of the victims? We have sports, TV, movies--both rental and theatre, church, scouts, carnivals, lakes, fishing, mountains, photo ops, hobbies, cars, bikes, skateboards, the net, summer camps, music saturating every situation, dances, libraries, Pow-wows, I-pods, swimming, fight nites, demo derbies, rodeo, and probably fifty more "fun" things. Maybe work, not more fun, is a better answer. One is generally productive and the other is mostly consumptive. Yes, kids are bored. This has to do with too much energy and time awake and too little tiredness. But as they roam from fun to fun, the crime and drug and death rate doesn't go down. And what would a rec center do? It would be a meeting place for some of the worst to locate the best who go, and are away from parents most often. The rage in the 50's was to build skate rinks all over for the same purpose, "to keep kids off the streets and give them healthy fun, etc." Most were soon abandoned and bulldozed as the corruptors sought out their gathering-place-for-kids-away-from-folks convenience. No, this case smacks of plain old crime. But how dare we speculate or wonder, what with all the info and updates they pump at us.

If they want a rec center, that's fine, I don't see that it would do much good though. But they should not be asking Washington DC to pay for it. I'll bet they could pay for it themselves, just look at all the money they are throwing at lawyers for this big lawsuit they got going, or maybe build a rec center instead of another casino. Atleast they got "priorities"...

I still see no factual basis for the claims made by Maxsdad. I still think it is a pure "Rumer-ton" story created to see how fast the information can circulate and get back to the person who started it...then they can sit back and laugh at how gulible people are...and will believe ANYTHING anything posted on a public bulliten board. I for one am not buying it at all.

There have been no arrests. There is no information available to ANYONE (inside source or not).

Elly. You asked for answers and now you've gotten them and you question wether it is true or not. Did you not receive enough details? Do you have any proof that it is not true? Have you thought that the reason it is not in the papers is because the people arrested are minors? The public was in no immediate danger so there for I'm sure that is why it has not been made public. Plus I'm sure that the families of both the victims and the charged think that it is none of your business.

kerber thinks if kids die wierdly, with zero explanations, it is not the public's business. Just go to any paper, large or small, and see if ages and families' whims stops newsflow. Read all news stories, every day, and see how much is hidden like this BC thing. Some stories are beaten to death. Ask Amy Roe Bechtel's people. I think a lot more stink was made when Ed Donovan, CWC big shot, was caught at petty shoplifting in 1988. Today, for example, the TV waves are full of names and faces of a missing boy. If "no public threat" has any truth or anything to do with this case, why is a rec center the "answer" to the unknown "need" or "problem?" What problem? Kerber seems to think others can't go figure. Is something fishy or what?

As for the rec center, I agree that we should give the children of this community a place to go that is "DRUG" free. A place where children of all races, colors and creeds can go to better themselves. It is not an answer to all the problems but a beginning to help in solving the problems.

YES-I asked for answers. As a mother of a teen daughter and two young sons...I am asking for answers. What I DIDN'T ask for was hear say...which is all that Maxsdad/kerber have to offer. Do not waste your time on such nonsense.

It is very easy to hide behind a name on a public internet forum and spew false claims. With out something to back it up...ANYONE can claim ANYTHING they want...and all we have to go on is their word....which isn't even worth the paper it is signed on anymore. Elly

How dare the public ask or wonder! The "real" officials give us the right dose of info and at the right times! Sounds just like a religious-based organization's "answer" to me. (Ask which one I mean, I'll tell you.) The question some seem to be asking is, "Dare I drop my daughter off at Beaver Creek or let her spend the night there?" A horrible and unwarranted question, for sure. When people imply it's safe I can only wonder if they don't or maybe DO know what happenned there and how, and, of course, why they don't tell the papers and public?
Again, and I don't care if it's Yellowbear's baby or any other youth death, especially if foul play is involved, IS IT or IS IT NOT the public's right to know? Victim or perp, willing or reluctant, names and details hit the papers usually. Families can't compel, or forbid, the news to release if a person died in a drunk wreck, as driver or hit-and-run victim. Crime normally gets reported.
So do routine overdoses, especially if there are multiple deaths. So why do some act like this case is so routine and out the other side of their lips act like it's so unusual? Which is it? You guys above know who I mean.
Another point: if these deaths were from fire, sewer gas, food poison, or bad heater venting we'd know by now. So what's the big hush-hush?

This article has gone from being about three young girl's lives being taken (willing or not) to racial bias, to who they were and who they were not, whether the parents are at fault, the community at fault, a vigil was held or vigil was not held and who is too blame for that and the building of a rec center. Let's stay on the subject and stop pointing fingers in the wrong direction. Maybe start pointing fingers where the blame lays, and apparently the fingers are in custody.

I know for a fact, 2 of the girls were found indoors, the other dragged into a field. I can not reveal why I know this, I just do. The other charges also ring true to the scene.

Charges filed against teenage criminals involving teenage victims most often have gag orders attached to them due to the sensitive matters. You may not be able to find or access public records of their arrest, but it's worth a try. And try I will...first thing in the morning.

leach doesn't want anyone to see any connection between all the above and clamor for rec centers, etc. Well, some tribal officials thought a rec center was the answer early on in mid and late June. Evidently, they KNOW something was amiss in beaver creek. If this thing was jsut an accident or a common "health hazard," (polluted water, gas leak, hepatitus, wild pitbull, deep holes in yards, asbestos, whatever,) then why all the hush-hush and not some warn-warn? Why not some safety crusades? Remember all the smokey bear, dynamite caps, and other "health and safety" campaigns a few years ago? No, this deal is about crime, not just "safety."
No, it is not just about indians. It is about the jurisdictional complications of reservations. (Case in point: Yellowbear). It is naive to think this thing is normal and routine. Not the death of a youngster but the deaths of 3.
Why don't the "powers" release a fact here and there?
How is it that two youths can beat in the head of another youth with a hammer and we get names, etc? Then, 3 go unexplained? (Indefinitely). Come on.

Blake. The deaths of three teens has nothing to do with reservation jurisdiction or yellowbear. I am sure there is nothing normal in this whole case with the girls but only time will tell. If you want a complete and accurate investigation then be patient. I would rather that they come out with the whole truth rather than bits and pieces. I just hope that there will be justice for these girls and their families.

I will agree that there was probably a million things that could have been done differently to prevent this tragedy, but hind sight is always 20/20. This is something that the community of Fremont County will have to learn from and better themselves. What happened to the times when the school was allowed to discipline children for misbehaving and disrespecting the teachers and faculty? What happened to the times when you could discipline your child and not worry that you did it wrong? I agree that the children of this decade are not raised with the same work ethics, respect and responsibility as we were. But we are the ones to blame. And we should be the ones to fix that.

I wonder if he is comfortable enough with the extended silence to take his kids to BC for some wholesome Halloween fun next Friday.
Does leach really think that res. jurisdiction has nothing to do with this case? Just imagine if this had happened in Lander or Riverton--would this have been able to remain stagnant for so long? I doubt it.
The longer it takes for explanations, the more obvious it is that something is horribly wrong.

Do you really think that the families of the victims want to relive every detail just because YOU want to know? I doubt it. I am pretty sure the parents of the victims are in more contact with the investigation than you, I or anyone else. If it were my children I would expect the authorities to do there job, and by the sounds of it, they are. I am comfortable waiting for the authorities to speak. I don't want anything to jeopordize this case, so if I have to wait for the investigation to be complete and accurate than I will. You are right about one thing if this had happened in Lander or Riverton it wouldn't have been dealt with the same way. Reservation is Federal land while Lander and Riverton are public land. Not the same.

One more thing. I WILL take my kids to BC for trick or treating. I'm not scared, got family there too.

I think that this heated board is distracting from the main points.

The main points are three young girls are dead, and no one has any idea why...only rumors and whispers. Those rumors and whispers not only do nothing, but they are disrespectful to those who dealing with this as their reality. The other main point is showing that people still care...

Our questions are not based on some morbid curiosity. It is because I feel these girls still have a story to tell. A legacy that will live and help other girls in the same situation. To know that their death was not for nothing. Death, as in life, can have a purpose...even if it is more painful.

Think about it...if you knew then what you know now...and you could have prevented their deaths...would you??? Potentially...sharing your information may give the gift to others that was not able to be given to them.

i think all these stories are interesting, and all deserve some valid answers. It is sad that as a reservation, and community that there are no answers to what has happened. would it really take this long for a family member of the judicial system, or any other agency. if not, why dont they put forth some effort as if it was there own child. After all when an incident like this happens on the rez. it gets publicity, and i think it hurts us as a community to just have this much time passed by and still no answers to the public. After all we as Native people are raised as a strong family, so why don't we pull together and fight for some answers.

Good question boise. Why is it taking so long? And who can we pull together to fight for answers? The reservation and most of the county and state seems content to wait for the feds to "do their job." Ok, but THIS is the time they choose to trust the government to do the right thing?

And leach, you might not be "scared" at BC, but your kids might be, I hope you keep a good eye on them. And check their candy bags! Rumor is the last time some little girls were given candy up there...............!
And I see we finally agree that being reservation has alot to do with how this case is being handled/treated. This would not be swept under the rug for so long, no matter who's feelings it hurt, if the family wanted to relive it or not,(this kind of news should not be contingent on family "wishes"-it didn't stop reports on the Yellowbear baby now did it), or who's daddy or uncle is up for re-election on the ABC.

Excuse me!
